undeserving

This is a great message from a Norwegian, concerning "undeserving" people. Will the United States ever get to this kind of point, where we feel that no citizen is undeserving of the benefits of a modern civilization? Sometimes it feels like we are light-years away from that, but again, anything is possible. I'm not really sure why, but I am one of those "eternal optimists."
